BCRA: Summary of RegulationsFEC Summary of Reform Act Regulations In January of 2003, the FEC published a supplement to its existing campaign guides for candidates, political parties, corporations and unions, and non-connected Federal political committees, which summarizes its rulemakings to implement the Bipartisan Campaign Reform Act of 2002. The publication -- appearing in the January 2003 FEC Record -- reviews new regulations concerning political party and candidate soft money, "electioneering communications" by corporations and unions, expenditures coordinated with Federal candidates or political parties, disclaimers on campaign communications, contributions and election-related spending by foreign nationals, hard money contribution limits, campaign contributions by minors, personal use of campaign funds by Federal candidates, fraudulent solicitations, reporting of independent expenditures and "electioneering communications," and the so-called "millionaires' amendment.
