Opening Brief: Adams Plaintiffs The plaintiffs in Adams v. FEC, one of the suits consolidated around McConnell v. FEC, filed this opening brief setting forth their view that the Reform Act provisions raising the limits on hard money contributions to candidates and parties violate the Equal Protection Clause. The Adams plaintiffs also challenge the Act's so-called "millionaire's provisions," which allow opponents of wealthy, self-funded candidates to raise hard money in larger increments than are otherwise permissible.
