Oct 2, 2005 -- CLC Academic Director Kirk Jowers: Campaign Reform Is Under Attack In the October 2, 2005 issue of the Salt Lake Tribune, Jowers argues that BCRA was a bipartisan success that strengthened the nation's democratic system, and must be protected from ongoing attacks. From the op-ed:
"In these days of sharp political polarization, acts of true bipartisanship are like flowers in the desert - few and far between, and in constant danger from the harsh climate that surrounds them." Click to read full text

May 9, 2005 -- Washington Post Editorial: Sensible Lobbying Reform THE UPSIDE of scandal in Washington is that it can provide impetus for change that the system would otherwise resist. That happened a decade ago when lawmakers, reeling over the House banking scandal and further shamed into action by news reports about their lavish junkets, overhauled congressional gift and lobbying laws. The political stage is now set for revisions that would improve on those laws: closing loopholes deliberately left open at the time; requiring more detailed and more useful disclosure; and curbing some of the worst excesses of the current system. May 4, 2005 -- Roll Call: Broadcasters Oppose TV Ad Measure in 527 Bill An amendment to the Senate's version of the 527 Reform Act of 2005 has drawn the ire of television stations. Apr 27, 2005 -- Washington Post Editorial: Fixing Campaign Finance THE SENATE Rules Committee plans to mark up campaign finance legislation today that would help finish the important job Congress started three years ago when it barred political parties from vacuuming up the huge sums known as "soft money " from corporations, labor unions and wealthy individuals. The measure would require outside groups that are designed to influence federal elections to abide by the same contribution rules as other players in the campaign finance system. Apr 17, 2005 -- TV News Just Isn't What It Used to Be: The Arizona Republic Interviews Walter Cronkite Network news is, by many accounts, broken.
Ratings, while still relatively healthy, have been slipping for years, with no sign of stanching the desertion to cable news, Web sites, video games, whatever. In the past four months, because of controversy, health problems or aging, different people are filling each of the Big Three network news anchors' chairs. The situation is dire enough that one network - the one in third place, but still - is rethinking the way the whole system works. Click to read full text
Apr 13, 2005 -- Roll Call Editorial: TV Profit, Public Loss Political profiteering by local television stations just goes on and on. Using publicly owned airwaves, stations last year raked in hundreds of millions of dollars in political advertising yet expended precious little of it back into political news coverage. And Congress, it appears, is going to let them multiply their earnings opportunities without exacting any assurance that they'll change their ways. Click to read full text
Apr 13, 2005 -- Washington Post: Closing a Credibility Gap in Congress By Joel Hefley and Alan B. Mollohan In the last Congress, we were honored to serve as chairman and ranking Democrat, respectively, of the House Committee on Standards of Official Conduct, and we were proud of its work. Thanks to the dedicated efforts of our fellow members, the committee functioned as intended, taking up difficult issues in a calm, deliberative manner and making decisions that in nearly every instance had the support of all committee members, Republicans and Democrats alike.
But in the present Congress, a number of changes have been made to the committee's rules, and we are deeply concerned that they may spell the end of a credible, effective ethics process in the House. A crucial step in putting the process back on track is to repeal these changes, and we are co-sponsoring a resolution to do so. Click to read full text
Mar 31, 2005 -- Washington Post: Curtailing Big Checks One of the most striking -- some would say ominous -- developments of the 2004 campaign was the growth of so-called 527 groups operating outside the usual campaign contribution limits. With political parties barred by the McCain-Feingold campaign finance law from taking huge "soft-money" checks from corporations, labor unions and wealthy individuals, some of this largess migrated to outside groups, many newly formed by party operatives to try to fill the soft-money void. Mar 8, 2005 -- Statement of Senators Russ Feingold and John McCain On Internet Communications As the primary Senate authors of the Bipartisan Campaign Reform Act of 2002, we have spent years fighting to clean up elections and ensure that powerful monied interests do not drown out the voices of everyday Americans in our political system. Those interests don't want to give up any of their power, and their main tactic has been to try to whip up fears, however unfounded and unrealistic, about reform. Click to read full text

But nothing does more to turn elections into shams than gerrymandering -- mapping congressional and legislative districts so that they become wholly owned subsidiaries of one political party. Feb 9, 2005 -- New York Times Editorial: Welcome to a Cleaner Habitat It was a shock at first to see Senator Trent Lott step forward as a convert to the cause of campaign finance reform. Then came his choice of words - "sewer money" - in vowing to regulate the hundreds of millions of dollars from unions, millionaire donors and corporations that flowed elusively around campaign controls last year to shadow-party organizations. Feb 2, 2005 -- Roll Call: Cheers for Arnold In recent elections, a record 98 percent of House incumbents seeking re-election have been returned to office, and the vast majority of those winners faced no serious competition for their seats. While the rising cost of making a serious House bid certainly is a factor, it's clear that an excess of safe seats created by politician-led redistricting has made the House nearly impervious to challengers. Nov 18, 2004 -- Wall Street Journal: McCain-Feingold Did Its Job The most compelling case for the success of the McCain-Feingold campaign-finance measure is the case that was made against it.
This was a passionately contested national election, many voices were heard and there were unprecedented resources and grass-roots activities. This was exactly what opponents of McCain-Feingold -- which banned the use of soft money, the huge, unregulated sums that dominated previous campaigns -- said would not happen.
