“The Democrats are using federal law as a fig leaf not to obey state campaign-finance law,” said Paul S. Ryan, senior counsel at the Campaign Legal Center, a nonpartisan non-profit that supports campaign-finance law. “One thing that is perfectly clear is that the Democratic party is evading an important state contractor contribution ban, which they could be complying with. They could be fully compliant with state and federal law, but choose to evade state campaign-finance law.” ...

“The idea these are anything but state governor gubernatorial election mailers is absurd,” Ryan said in a phone interview. “It’s all about Dan Malloy.”
