The Campaign Legal Center, a nonpartisan  watchdog group specializing in elections law, is representing the Democratic plaintiffs. Ruth Greenwood, the center's deputy director of redistricting, says the detailed record in the Wisconsin case may make it attractive to justices eager to articulate a clear standard for determining when political map-makers are treading on voters' constitutional rights.

And even if they decline to hear an appeal, Greenwood says, special rules governing election law cases will require justices to explicitly accept or reject the lower court's ruling in the Wisconsin case.

"Either way," she figures,"we''ll have some idea" whether a majority thinks the efficiency-gap standard the plaintiffs propose is a workable one.
