"That's a stumper," said longtime FEC staffer Larry Noble, now president and CEO of Americans for Campaign Reform. "It looks like somebody screwed up, although I suppose it could be factually true that he came in in the morning, wrote the campaign a check, then said he wanted the money back that afternoon. But if that's true, why remove it from the next report?"

"It's a flag," said Noble. "The FEC looks at whether there's a pattern of problems in deciding whether to audit a committee - the numbers of (letters), whether it looks like you have sloppy bookkeeping, misunderstanding of the law or something more serious."
