The 2020 Census should count incarcerated prisoners as residents of communities where they used to reside, not as residents of a prison, the Campaign Legal Center said in comments to the U.S. Census Bureau. Counting prisoners as residents of a prison displaces a large population that is disproportionately male, urban, and black or Latino, CLC observed, noting that it overvalues the votes of those who live in districts that include prisons and diminishes the political power of everyone else.
