CLC Refers Two Alleged “Scam PACs” to the Department of Justice

On April 23, 2024, Campaign Legal Center (CLC) referred to the Department of Justice (DOJ) two complaints alleging that the political committees “Patriots for American Leadership” (PAL) and “Campaign for a Conservative Majority” (CCM) operated as “scam PACs” that defrauded donors. CLC previously filed both complaints with the Federal Election Commission (FEC) seeking civil enforcement of the Federal Election Campaign Act (FECA), and urged the DOJ to investigate and prosecute, as appropriate, the apparent criminal violations of federal laws, including federal campaign finance laws. As detailed in the two complaints, CLC alleges that PAL and its treasurer, Eddie Shivers, and CCM and its treasurer and assistant treasurer, William Hartford and Anna Hartford, respectively, fraudulently misrepresented that they were authorized by and raising funds to support former president Donald Trump, and filed false disclosure reports with the FEC to conceal their unlawful activity.
