Gerry Hebert is one of the attorneys that represented LULAC and he says that since the law was put in place the state doesn't doesn't know how many provisional ballots have had to be cast in three elections because of a lack of valid identification, "We also don't know how many people simply felt that they don't have a photo ID, can't get the photo ID, and so therefore didn't bother to show up (to vote) in any of those three elections."
